Cooling fan car won’t start

What is your question?

Dead car after work. Had the battery tested and charged at Autozone. Said no battery problems. Had the battery reinserted and all of a sudden the cooling fan turns on. But no lights, locks or electrical things still working. Probably a bad fuse for the fan, but why won’t the car turn on?
