Hi, I'm one of the auto experts on RepairPal's Car Genius team! I’m a little unclear on your question. My guess is that you are referring to the fuse for your starter relay. If that is what you are referring to, you should have around 12v when the key is in the crank position. However, if your car cranks but doesn't start, than the starter and starter circuit is likely fine and your issue lies somewhere else. If the starter circuit were at fault, the car would not crank at all. When you reference other fuses that don’t light up, this may be completely normal as some fuses are powered all the time, others only with key in accessory mode, others only in run or crank position. It's also worth noting, for future reference, that a wire that looks okay visually may still be bad internally, and the way to test is to check for shorts to power or ground as well as resistance of the wire itself. Because it cranks but doesn't start, you may be looking at an issue with either fuel or spark. There are dozens of things that could be causing your symptoms and this may be best left to a certified shop that will be able thoroughly diagnose the issue and isolate the failure point.
