Turning the fan speed higher the noiser the sound.

Hello, it appears you may have a couple of different things going on with your Kia. First, addressing your noise - you could have debris or water inside where your blower motor is. This motor which is the fan that blows air through the vents is located behind the dash on the passenger side. One suggestion would be to access the cabin air pollen filter to see if you can see what's inside the heater box causing the noise. Often times, leaves or debris can build up inside, or even water that cannot drain from the evaporator drain can be present, causing a fluttering noise. As far as the temperature being warm, first, it's important to determine if the trouble is related to temperature control inside the vehicle, or refrigerant issues under the hood. An experienced ear can hear the air conditioning compressor turning on and off, indicating that there is some kind of pressurized refrigerant inside the system. If it does not turn on and off, you could have an electrical concern or a loss of refrigerant. It just takes some investigation by a qualified technician who is familiar with the operation of heating and air conditioning systems.
