That is quite the abnormal concern. I don't know why the wipers would retain power after the key is off. I would test the electrical system starting at the ignition switch; some kind of power Is remaining that shouldn't be there. Hands on testing is required.

The local kia dealer said it might be a wiper relay but I can't find the wiper relay
