When does the transmission have to be flushed?

Is that regardless of miles? I went to a shop who would not change the fluid/filter because my wife has 183000 miles on it. We bought it used. They said it is company policy not to do this service on any vehicle with over 120000 miles, period. Oh and this was by a national recognized shop chain.
