Going up a hill or start up driving from a red light, my KIA start off very slow, sometimes it will go no faster then 20-25mph. What is happening with my KIA?

I can't get my car running correctly. I thought it needed a tuneup, so I got that put on and it's still feels like it don't want to drive. Before anymore money spent, I need to know really what's going on with my poor KIA!!!
