A car repair business told me my car could not be aligned because the front axle had apparently moved way up on the right side and could not be repaired. That didn't sound right to me and wonder if that's really true. Thanks very much.
What makes this problem better or worse?
Nothing - it just pulls way far to the right.
How long has your 2008 Kia Optima had this problem?

Wheel alignment angles can be measured, but there is only a certain tolerance of adjustment possible. If something has been bent in the subframe or has manipulated how the engine sits, or the steering knuckle has been moved quite a bit -- that will not be adjustable during normal alignment angle adjustments. The proof is in measurement and inspection, which is the best place to start.
