I just changed the starter yet the car still won't crank, neither will the air.

The car will not start nor will the air conditioner. I just changed the starter for the third time in less than 2 months. There was a rattling sound when the car was in park. This noise got worse recently until Sunday when the car would not crank. Any suggestions or experience?
