ECM reprogram at dealership or mechanic sends off to LA

What is your question?

2003 Kia Optima. I'm being told the ECM is fried and needs to be reprogrammed. I was told it had to sent off to LA for that to be done. Is this accurate? It started with codes that were diagnosed as O2 sensors were out. Those were replaced and then the ECM was all of a sudden fried. It had been driving beautifully. I just went in to correct the engine light being on. Its been over 2 weeks and i still don't have my car.

What makes this problem better or worse?

The engine wouldnt go off after O2's were changed. Still had error codes.
