Can a bad starter relay on a 2013 Kia forta make the starter drag and burn up

Three days ago started getting smells of burning wire. Left to go to store, came back home, turned car off. Went back out to start car, car did nothing starter started to smoke. Went to junk yard and bought another starter, put the starter on, started to crank car, starter started dragging really bad then starter started to smoke again.
