AC doesn't blow as much in the 1 or 2 but still cold in 3 & 4

Turned on car then AC... put dial on the 1 and something came out of the vent (looked like smoke) turned off and tried again... nothing came out of vents but noticed when the dial is on the 1 or 2 not as much air is coming out.... Dial on 3 & 4 and it's normal air and still cold... what does this mean?

How long has your 2011 Kia Forte had this problem?
