My car is making a whining noise when turning wheel

What is your question?

I had a whine/clunk noise happening in the front of my car, only when turning my wheel and not on bumps. I had someone look at it and tell me my strut mount needed to be replaced. 200$ later it's still there. Wondering what it could be?
