Why is the check engine light on?

When turning the Jeep on the check engine light stays on when running and there is a small port in the firewall on the left side facing the Jeep and water is slowly drip drip drip out of it and when idling there is a slight increase in the rpm every seven to nine seconds and at same time there is also an audible single click every seven to nine seconds.
