Is my thermostat stuck.. coolant is not moving

What is your question?

is my thermostat opening? Temp gets to 203F after long idle on ODB2. I recently replaced water pump and t-stat and did a coolant flush, performed burp with kit but coolant level only increases, does not move when temp rises. Both upper and lower radiator hoses are hot, so that would indicate flow. Is this nothing or is my t-stat stuck? Wouldn’t the engine overheat?
