I was given a 98 wrangler from its previous owner for free due to mechanical issues it had. I’ve already replaced the radiator and fixed an exhaust leak, but the major problem is that the ignition does not turn over with the key. The person who had it before the previous owner installed a button behind the steering wheel connected directly to the starter and will start the car when the ignition is in the on position. My issue is that for it to pass inspection, it needs to be able to turn on from the key. The ignition switch, actuator, and key cylinder have all been checked and replaced. I checked the relay in the fuse box, and that wasn’t the issue. My only guess is it could be a broken wire or an issue with the grounding possibly? Could anyone steer me in the right direction? I’m a bit lost on where to go next and how to go about it. Thank you!

Hello, you will first need to completely remove the button that was installed. Then, all wiring related to that modification will need to be repaired and corrected. Once that's done, you'll need a wiring diagram and a digital voltmeter ohmmeter to start troubleshooting the related circuit. The wiring diagram will show what wires should be powered and what would be ground, and so on. There's nothing anyone here can suggest, because with modifications and the simple repairs you've already done, we can't possibly know what the physical condition of the vehicle is, or even the motive of the previous owner installing the button.
