How do I service my car to get the ignition to turn completely off in order to remove the key. It was suggested I need to replace the interlock cable.
What makes this problem better or worse?
nothing. i simple cannot turn the car off, otherwise everything works fine.

Another common cause is the shift interlock not fully recognizing that the vehicle is in park, so making sure the shifter is firmly and completely seated in the park position before trying to remove the key is worth trying as well. It is also indeed possible that you have an issue with your interlock cable.
