Whining in front end but not consistent

I have a big concern related to "a lot of play in the steering" after inner tie rods were replaced. Is there a problem with the job performed? Safety could be at risk; I'd have this evaluated before driving further. As far as the whining noise, yes, that should be physically checked first hand, but the play in the steering could be an indication of imminent loss of steering. So start there.
