Code 0139. New CC & new sensor didn't fix.

What is your question?

After bank 1 valve job, new camshaft, new drive chain last summer by dealer (stranded in Colorado) - now keep getting code 0139. Replaced CC (universal replacement) & o2 sensor on bank 1(both, twice). Still getting code 0139. Muskogee mechanic says, according to his diagnostic tool, "everything is working as it should, don't know what is going on" but can't get CEL & code to go away. Thanks!
