Smelling gas a lot and not starting usually indicates a lack of ignition spark or in incorrect amount of air getting into the engine. A cold engine shouldn't require much or any air - but if there's a ton going in, the engine will not start. A warm engine needs air, but if it's restricted, it won't start. Ignition spark is needed all thhe time, and if lacking it will not start too. Hands on testing is needed to find out what's going on with the engine performance.
