Will not change from 1st to 2nd gear until 4500-5000 rpm. Both manual shifting and automatic does the same thing.

Pretty sure it's controlled by detent cable connected to the throttle valve inside transmission .. Detent cable travel is adjustable - not a recommended diy procedure.
