2016 Jeep Cherokee winding sound when driving

What is your question?

Sounds like tire road noise but louder with a distinct whine to it,, and it sounds like it comes from drivers side engine area. I had the tires checked and they said the tire wear is good. I had brake pads checked and they said the pads (front) were at 80%. When accelerating there is a winding noise and the occasional crunching or scraping sound. Brake specialist believes I may just have dirty brakes. SUV is otherwise running well, no other noises, no lights on dashboard, no fuel issues, no strange smells or leaks.

What makes this problem better or worse?

no noise while idle, just noisy when driving
