HVAC Blows HOT on A/C

What is your question?

the HVAC system on my 4.0L seems to be blowing HOT when it's on A/C. The compressor clutch engages fine, and when the mressure meeter is hooked up to the low pressure side it reads low, the HIGH pressure side reads normal. when the Comp Clutch releases the pressure on the LOW pressure side skyrockets almost into the RED. A good trusted friend who is a former mechanic said he thinks there is a blockage in the LP side. Anny other suggestions or do you think he is correct? what should I do to avoid spending a billion dollars to fix the A/C.
