What causes white smoke to come from the motor and tail pipe ?

White smoke from exhaust is indicative of coolant being burned in the engine, i.e. head gasket leak, which would also tell you why there is steam around the engine. If you have run low on oil, the cooling system has a much larger load to pull, so it may have overheated.
