ELECTRIC FAN.....SENSOR ?......COOLANT

What is your question?

The Electric Fan......goes on as soon as the car is started.......cycles on and off constantly.....only on for 2 seconds at a time.......can't be doing much cooling.....car is not running hot...........is this regulated by a sensor...can it be replaced?
