Jeep Cherokee Sport 1994 won't start just ticking.

What is your question?

Makes clicking noise like solenoid, had it checked it's good. Checked power cable from battery to starter it's good. Battery showing 13.64 volts. Where do I look now.

What makes this problem better or worse?

Nothing, I did get it to turn slightly with battery charger on crank.
