Horn fuse keeps burning out.

My illustration is awful appears to be near fuse box. Colors or wires at horn relay are green/red, black/red, gray/orange, gray orange with the green /red wire bringing power out to the horns, black /red being grounded by the horn switch grounds the relay to operate/energize the horn relay.
