Heater/AC fan doesn’t work properly

What is your question?

When the ignition is off, the AC/heater fan motor continues to run, on the lower speeds, even when the switch is at off position. If I remove one of the fuses, it stops. If I leave the fuse out, the AC/heater fan motor works when I drive but only on high fan speed and stops properly when switch is in off position.
