The engine wont turn over and there seems to be a short on the front left.

After my 95 Jaguar XJS sat for a while the battery would no longer hold a charge and once full was quickly drained. There also seems to be a short in the front drivers side near the right light. When the battery is charged and I turn the key the starter just clicks and wont turn over; but there is also a sound like wires frying on the left above the wheel well .I'm not sure if these two problems are related and am wondering if this short could be related to the battery issue. I just purchased a new battery but am in the dark with the electrical and starter issues. Any help would be greatly appreciated.
