Have a 95 xjs convertible 6.0 with 120.000 miles no power on takeoff strong smell of gas on B bank with a ff45 code

My 95 xjs conv 6.0 is showing a code ff45 it has no power on take off and B bank exaust smells of fuel idles and starts fine also under the hood I found a vaccume line with what looks like a fuel filter element attached what is this for and where does it go. Thanks for your help
