It has been starting slower than normal the past couple of weeks. Battery is fine, 11.8 volts at rest. Turn key, nothing, hear a "shhhhh" sound for 1 second, not turning over. Then the right headlight flashes like 15 times.

Could be the starter, but the headlight flashing makes me think it's a battery. What happens if you try to jump start with another vehicle?
11.8 volts is a bad battery. They should have 12.6 volts or higher at rest. Especially with that voltage, the CCA will be extremely low and probably wont be able to turn the motor over.
Jumping a Jag isnt recommended, turn key, i get a click, now both headlights flash back and forth. I tried a different key, in case transponder was weak or defective.
