It is normal for a fuel pump to be in the gas tank?

It's interesting but the fuel pump in many situations is INSIDE the gas tank, and the gas itself acts as a bit of a "Cooling system" for the fuel pump. So yes, you do have to take all the gas out to swap it out. (caution: this is why you should NEVER let your fuel level go down below 1/8 to 1/4 tank, as it can cause the FP to overheat!
