I think the heater core is airbound so you may need to bleed the air out. Try disconnectiong the heater hoses to let air out. Not familiar with your car but I worked Jaguars form 50's models through 80's models for years... Not that that helps on a '96 but the idea is worth a try. Or call a Jaguar specialist for advice.
