I just got a new pcm that was progremed to my car & it's still not starting.

It would be impossible to pre-program the processor to the vehicle when you need to have certain things present (such as keys) that require programming. Seek guidance at a local repair facility that can help get your vehicle programmed as needed; may need to seek guidance from a dealership. Alternatively, perhaps replacing the PCM is not going to solve whatever problem you have been having where the PCM was suggested for replacement. Many unknowns here; suggest guidance locally.
