if there is a leak, can it be found and fixed? or does the whole steering column

Not sure what kind of leak you have but the steering column doesn't have fluid in it to leak, if you have a power steering leak it could be as simple as a hose leaking though. You should have a competent repair shop check it out most places will provide a free estimate.
