how do I loosen the tention on the power steering belt?

95 3.2 doesnt have a tensioner. You need to loosen the fixing bolt in front and the pivot bolt in the rear. They both have 14mm heads. The rear is hard to get to but its there, works best with a long handle swivel head 3/8" ratchet with a 12pt socket.
