How do I get through the very small space to get to bolts on starter?

My mechanic has tried all types of extensions and everything.

My mechanic says he would have to lift up engine or exhaust. Is this only way to get to starter?

Your mechanic tried all kinds of extensions and everything to get it out already? And he is asking if he should lift the exhaust and engine? Time to get ANOTHER mechanic! .........Instructions...1-disconnect battery....2-remove cover...3-remove motor mount....4-remove stater. The book gives only ONE HOUR for this job so it should not be hard for someone with mechanical competence.
