WHAT ARE THE BEST ROTOR TO USE FOR RUST?

You mean brake rotors? They all rust unless you can get stainless steel. I wouldn't want to pay for stainless, myself. You could clean the rust and paint the areas not in the brake pad path on the rotors, if you want to.
Avoid cheap rotors that are made in China ask your local parts supplier what they recommend, Napa or look on www.rock auto.com to see the range of brake discs available.
