Battery died. Convertible top will not operate / up.

Battery died. Replaced battery and all is good except Cobb top will not come up. Chevy trunk and found latch bolt off and the second one almost off. Called dealer and they told me to take the positive and negative leads from battery and place tie them together and leave them together for an hour and if this don’t work to bring it in. Now if you drive vehicle it tells you that roof is in operation and makes a loud pitch until you stop. It also continues to beep but will not operate up.
