What is your question?
1) engaged key to start, could hear engine trying to hiccup to kick over then nothing 2) Heard loud hissing under hood while key engaged in standby 3) Turned key completely off, still heard hissing 4) looked under bonnet , no hose leaks, or pooling, no vacuum hoses detacthed, no smell of gas. 5) wants to kick but just doesn't catch. Timing belt? How much?

WOW ,hope you dont have a snake under there, just kidding ,you probably have gas leaking out of fuel line, gotta find out whats hissing ,not rite , have a buddy turn over and watch...
they'd be frozen in 3min here..nah and not the fuel line issue either...Had a bud come over in -15 Degree to help eyeball it. He didn't see anything and hasn't hissed since first observed. Car wasn't turning over when hissing was first heard. hasn't done at all..can't pinpoint. thanks tho for your input. I wish I could throw alittle staring fluid in the carb and fire it up.. Or put srew driver into the butterfly valve to open up carb. "Spark and Fuel" is as basic an understanding as I have. Any other guesses would be welcome as well..all ears, hoping for the best way out this situation.
U could shoot ether in there ,its probably The fuel pump
