My vehicles ac system pressure is all jacked up

What is your question?

My air conditioning hasnt worked in a while, i decided to diagnose it since its getting warm again, and my pressures read 70psi on the High side, and almost 200psi on the low side. The compressor refuses to click on but the clutch on it seems fine. Would properly replacing the freon possibly fix this?
