The person we bought it from said it would cost about 350.00 to fix but not sure what the problem is & cant reach the one that sold the car to us.

I would check for voltage at the low beam wires by the head lights (with the lights on). If there is no voltage on low but voltage is present on bright, it's probably just the switch. If voltage is there, you might want to check the fuse.
