Car has no type of power. Batter and starter was replaced about 4 months ago. Push to start and key does need to be reprogrammed but why doesn’t the car have power?

Car will have some power if connected to a jumper pack , once jumper pack is removed, car has no type of power at all. And I can’t crank the car while it’s connected to the jumper because the key needs to be reprogramed
