someone tryed to steal car and damaged the key ignition lock cylinder theres a metal plate in front of it and cant seem to remove it

Based on what you have described, the metal plate in front of the key lock cylinder is usually part of the lock cylinder assembly itself and in most cases the cylinder has to be removed to be able to remove that plate. I recommend having a shop or a local locksmith in your area take a look at the damage and determine if your lock cylinder can be repaired or if it has to be replaced. In some cases there may be other damage hidden or unseen that may need to be repaired as well and your vehicle may have to go through a security relearn once the repair has been completed to allow the vehicle to start and operate properly again.
