How to unlatch rear seat to fold it down when strap is caught under the seat?

What is your question?

Is there a way to recover the strap? Or is there another way to get at the latching mechanism? Letting the strap get caught under the seat is a mistake I will not be repeating!

I don’t know how that is possible - assuming you mean the release strap for 3rd row seat. *Hands-on* inspection / evaluation required - - there’s no protocol.
