after Ignition Interlock removed car will not start

I have a 2010 Hyundai Genesis Coupe. I had an IIUG (Ignition Interlock) removed and the car will not recognize the key fob. Brand new battery. The fob will operate the door locks. The lights will not come on. The brake lights work. The fuel door and the trunk will open from the buttons on the door. I had a locksmith try to program the fob. He could not program the fob. He said that the ignition is not connected. The IIUG is denying responsibility.
