The interesting thing about this code is that it can be present even when the driver doesn't notice any obvious symptoms, as the ECM is sensitive enough to detect small imbalances that may not yet be noticeable during normal driving. Common causes include a weak or partially clogged fuel injector on cylinder 3, a slightly worn spark plug or ignition coil that isn't quite causing a full misfire but is underperforming, or low compression in that cylinder. I’d recommend starting with the simplest possibilities first such as inspecting the spark plug and ignition coil on cylinder 3, but having a qualified shop perform a fuel injector balance test and compression test will give you a much clearer picture of what's actually causing the imbalance before replacing any parts.
