is there a safety switch to prevent the AC coming on if the coolant is low?

Doubtful the cabin filter could prevent operation, system will likely be low on Freon preventing operation,listen to hear or watch compressor while turning on should see engagement and hear audible click, fans will turn on as well. So long as no check engine light system will be low, likely. =)
