Idle revs up and down

What is your question?

My car used to stall once in a while. I took to the car mechanic. He replaced the IAC, but after idle started revs up and down when engine is cool. Now mechanic saying that he needs to reprogram the computer .what might the issue ? do we really need to reprogram?
