Why is my heater not working and water boils out of the overflow tank?

My temp gauge never goes above half way. My heater does not work most of the time and once it get warmed up the coolent boils out of the over flow tank. The two main hoses that come out of the radiator dont seem to have any pressure and the bottom one stays cool while the top gets hot. Is this a thermostat problem or could it be waterpump orheater core? Also my fans dont seem to come on like they should. I had to turn on the air conditioner to get them to kick on when i was looking at it run. It will also squeal sometimes but sure if it's a loose serpentine belt or liquids from the overflow tank getting in it.
