My elantra it will turn over but it won't start and the check engine don't come

On when the key is in the run position. I have replaced the ecm and the ecm relay I've checked all the fuses and replaced the coil pack with a used one also I have replaced the cam and crankshaft sensors also used the ecm was also used but came from a running car and all the numbers are the same also I have checked all fuses and fusible links I can hook up the obd2 scanner and it won't read anything I can't pull any codes like I said the check engine light will not come on with the key in the run position also there is no pulse on the injectors and no fire from the coil the people that had it before me said it would run for a hour are two then it would quit they had a used coil pack put on it and it hasn't run since any feedback would be greatly appreciated
